Homeland Adoption Services (HAS) is a not for profit New York authorized voluntary adoption agency which provides all adoption services, including International and domestic home studies and post adoption reports, to New York State residents, and placement services to U.S. citizens in every state Homeland Adoption Services is Hague Accredited through the Council on Accreditation until 2013. HAS is a member of Joint Council on International Children's Services. HAS works directly with the China Center of Adoption Affairs to place children with U.S. citizens, both in the non special needs program and the XINGFU Waiting Child Program in China. XINGFU(Happiness) Waiting Child Program In 2007, Homeland Adoption Services was invited by CCAA to pilot an orphanage specific waiting child program in Jiangsu Province, China. Since then, we have matched more than 160 children and have expanded to accept referrals from many parts of China. In August, 2009, we expect to visit a specific orphanage from which scores of young children with medical needs are waiting for parents. Interested pre adoptive parents must meet China's requirements, and have a completed, Hague compliant home study and the ability to submit a dossier withing 90 days of accepting a match. HAS does not keep a long waiting list, so families are typically matched in 2 weeks to 7 months of applying to the program, depending on the age, gender and needs they are open to.
