| Overview |
The Bulgarian Adoption Program has had a number of slow years recently in placing children.. At the time of this writing, Bulgaria is actively placing children with families. Researching the stability and current status of this program is important. Please join a yahoogroup and speak with other parents and adoption agencies when exploring adoption from Bulgaria.
Children Available:
The children available for adoption are 12 months of age to school-age children although due to a recent law change, children will now only be required to be on the national registrar for six months as opposed to 12 in the past. These younger children are not expected to be prioritized or available for a least a year to 18 months. The children are primarily ethnic Roma or of Gypsy decent (and may include of Turkish heritage). These children are 80% of those waiting for families. There are occasionally children of “true” Bulgarian decent but on a much less frequent availability; no children from Bulgaria are considered “Caucasian” and children of fair appearance can not be specified. Caucasian/European. Siblings are available.
Parent Qualifications:
Single people, as well as married couples may adopt. At this time, there is no marriage or age requirement; typically, no more than 45 years between the age of the child and the parents is encouraged. Bulgaria will consider the younger age of two parents in a placement with a couple. Though flexible, Bulgaria does have a preference for smaller families;
** Bulgaria oftens shows a great flexibility (in age of parents and family size) for children with special needs, sibling groups and those at risk of ‘aging out’ of the younger orphanages and being required to move over to the older orphanages.
Travel:
Two trips are required(one to visit and one to come home, five days each) although with verifiable cause, escort can be allowed to bring the child home.
Timeline:
This is a ‘referral by request’ program; the process is not considered started until your dossier arrives in the country; the time to receive the referral is by far the longest portion of the process and is undetermined at this time. Referrals will be given by priority to and balanced by several variables; order of dossier received, child you are requesting(age, gender, health status), and the needs of the child will be placed first. Once the referral is accepted, the adoption will take approximately four to six months to complete; By law, the process will complete swiftly with the court ruling being effective on the day of hearing and one week being given to produce the new birth certificate. Most families will travel within 12-14 weeks following court to bring their child home. however, after family and child have been matched, at least one parent must travel within two months to see the child. The country requires you to visit for in the country for five days total at least one day or twenty-four hours. When the adoption is complete, parents can return to Bulgaria to bring the child home or the child can be escorted
